SARA

Civilian security for the farms of Judea, Samaria & the Jordan Valley

Eyes on every farm, every hour: a 24/7 human monitoring centre, a perimeter detection layer and an autonomous observation drone — for some 180 agricultural and shepherd farms in Judea, Samaria and the Jordan Valley.*

The gap

Isolated farms, open land

Many farms sit far from the nearest community and road, on wide grazing and farm land. No fence, no permanent guard, and no eyes on the ground at night.

The first minutes decide

Until help arrives, the farmer and their family are on their own. What happens in those minutes depends on who sees first and who raises the alarm first.

A call without a picture

A call for help with no video, no exact location and no record makes it harder for responders to arrive prepared — and harder for the farmer to prove what happened.

Three layers, one system

Each layer works on its own; together they close the gap from the first detection to a responder on site.

The centre

Misgav

A civilian monitoring and coordination centre staffed around the clock. Operators see, verify, record and alert — the farmer, the community security coordinator (Ravshatz), the local rapid-response team and the security forces.

Misgav is every farm's security coordinator.

“I have set watchmen upon thy walls, O Jerusalem, they shall never hold their peace day nor night”

— Isaiah 62:6 (JPS 1917)

The detection layer

Kav

Laser sensors draw a virtual fence around the farm and detect a person or vehicle crossing the approaches — day or night, in any weather, without a physical fence.

״אוֹ מִי־נָטָה עָלֶיהָ קָּו״

“Or who stretched the line upon it?”

— Job 38:5 (JPS 1917)

The eye above

Eitam

An autonomous observation drone based at the farm. It launches on its own to the alert point and streams live video to the centre and to phones. It also flies random day and night patrols. Unarmed.

״מִשָּׁם חָפַר־אֹכֶל לְמֵרָחוֹק עֵינָיו יַבִּיטוּ״

“From thence she spieth out the prey; her eyes behold it afar off”

— Job 39:29 (JPS 1917)
How it works

From detection to responders on site

  1. 1

    Detect

The detection layer picks up movement on the approaches to the farm.

  2. 2

    Verify

A Misgav operator sees the picture and confirms whether it is a real event.

  3. 3

    Picture on the phone

Live video and location go to the farmer, the security coordinator and the rapid-response team.

  4. 4

    Eye above

Eitam flies to the point and shows what is happening on the ground.

  5. 5

    Responders on site

The rapid-response team and security forces arrive with the full picture.

Every step is recorded — for debriefing, for enforcement and to protect farmers against false accusations.

What the system does not do

  • Observation, recording and alerting only. The drone is unarmed.
  • SARA does not command any force. Authority and decisions stay with the IDF, the Border Police, the Israel Police and the local rapid-response teams.
  • No classified information is held in the system.

The pilot

Metzudat David Farm, Binyamin

This is where the system runs first: detection, verification at Misgav and Eitam in the air — together with the farmer, the security coordinator and the rapid-response team.
